Schools are asked to consider the extent to which they have documented a whole-school teaching and learning plan that provides a high-level summary of the coverage of all the curriculum areas, reflecting the school’s goals, vision and any particular areas of specialisation or innovation.
School-level planning involves:
- a clear policy direction that informs implementation of the Victorian Curriculum F–10
- a high-level summary of the way the teaching and learning program is structured, reflecting decisions, resources and priorities of the school (e.g. multi-age classrooms, elective programs, semester-length offerings, focuses on literacy and numeracy, integrated teaching units and specialist programs such as religious instructions).
School-level documentation needs to inform and/or be informed by the other three interrelated layers of planning:
- By curriculum area – plans that sequence key knowledge and skills across the years of schooling to support a progression of learning
- By year level – a coherent program from a student perspective that enables effective connections across curriculum areas
- By unit/lessons – plans that specify Victorian Curriculum F–10 content descriptions and achievement standards, activities and resources to ensure students of all achievement levels are able to progress

A whole-school curriculum plan is a high-level summary of the coverage of all the curriculum areas delivered through the teaching and learning program. It reflects the school's goals, vision and areas of specialisation or innovation. Schools have considerable flexibility in determining how best to organise and structure their teaching and learning programs while ensuring coverage of all the curriculum areas.
Victorian Curriculum F–10 whole-school planning templates
A range of sample templates have been developed to support schools in documenting this high-level information using the Victorian Curriculum F–10. The templates provide options for schools to consider when deciding how to best represent their teaching and learning program, while ensuring coverage of all the learning areas and capabilities. There is a template for each band of schooling, as well as a number of alternative representations. The templates are published in Excel format and schools can modify the templates to meet their needs.
