Providers must give evidence to demonstrate their capacity to manage the administrative requirements of the VCE and/or VPC.

The questions asked in the administrative requirements application forms have been mapped to the minimum standards for registration and the conditions set by the VCAA under the Education and Training Reform Regulations 2017, Schedule 8. 

There are separate forms for the type of permission being applied for as follows:

• Non-school provider of VCE Dance, Music or Language
• VCE
• VCE virtual delivery
• VCE VM expanding scope
• VPC
• VPC expanding scope
• VPC virtual delivery 

Note that schools applying to deliver both the VCE VM and the VPC need to complete only the VCE Administrative Requirements Form.

All administrative requirements forms will be available in January 2026.
