All providers applying to deliver the VPC are required to provide evidence to demonstrate their capacity to deliver the curriculum and assessment of the relevant course.
Additionally, providers are required to provide evidence to demonstrate their capacity to manage the administrative requirements associated with the delivery of the VPC.
All providers wishing to deliver the VPC must apply for permission to deliver VPC studies in the year preceding their planned delivery.
The questions asked in the administrative requirements application form have been mapped to the minimum standards for registration and the conditions set by the VCAA under the
Education and Training Reform Regulations 2017, Schedule 8.
All questions must be completed.
Providers seeking permission to deliver VPC studies from 2025
Providers seeking permission to deliver VPC studies are required to submit the following components:
- Administrative requirements application form
- Eligible Learning program
- VET Program advice (where applicable)
- Curriculum and Assessment plans for each study they are seeking permission for.

Administrative requirements application form
As part of the permission to deliver the VPC process, providers must give evidence to demonstrate their capacity to manage the administrative requirements of the VPC. The questions asked in the administrative requirements application form have been mapped to the minimum standards for registration and the conditions set by the VCAA under the
Education and Training Reform Regulations 2017, Schedule 8.
Eligible learning program
The Eligible learning program form must be completed at each year of the permission process.
VPC Curriculum requirements
The application form for each VPC study contains both an Assessment task plan and a Curriculum delivery plan. All questions must be completed.
