Notice to Schools 30 –
27 February 2023

Changes to evidence requirements for Special Examination Arrangements

Principals/directors, VCE coordinators and VASS administrators

The VCAA has streamlined the evidence requirements for Special Examination Arrangements applications.

From 2023, schools will only be required to provide school-based evidence, outlining:

  • the student’s condition (disability, illness, long-term injury or ongoing personal circumstance), including medical and educational history of the functional impact on learning and assessments
  • history of provisions approved and used by the student over the period of the condition
  • evidence used to make decisions, such as health professional or teacher observations

Decisions on Special Examination Arrangements applications will be based on strength and completeness of evidence of existing modifications made by the school in classroom learning and school-based assessments.

Schools may also provide any additional evidence to support an application.

For more information, go to Special examination arrangements for VCE external assessments.

How to apply

Schools can submit applications for Special Examination Arrangements for 2023 VCE external assessments using Special Provision Online (SPO).

Applications for students with known conditions should be submitted by 6 April.

SPO is accessed via VASS from the following menu: SPECIAL PROVISION > Special Examination Arrangements > Special Examination Arrangements Application.

Applying previously approved Special Examination Arrangements to 2023 external assessments

In defined circumstances, schools can request that previously approved Special Examination Arrangements be approved for a student’s 2023 VCE external assessments.

An ‘Application to apply previously approved provisions’ is available from VASS Downloads. Refer to the Appendix for important information outlining when this form can be used.

Applications for previously approved provisions should also be submitted by 6 April.
